closedUpdate FRS and GMRS frequencies in stock config

Description
Since new rules in 2017 made changes to FRS and GMRS frequencies it would makes sense to split these now.
There are 22 FRS frequencies, all require narrow band and 12.5 KHz step from my understanding, see: https://www.fcc.gov/wireless/bureau-divisions/mobility-division/family-radio-service-frs
There are 30 GMRS frequencies, 22 of which the frequency share is shared with FRS but many of the GMRS are allowed on (wide) FM with 20 KHz step, see: https://www.fcc.gov/general-mobile-radio-service-gmrs#block-menu-block-4
For example 462.550 mhz is NFM in FRS but FM in GMRS.
Since receiving NFM when configured for FM causes low volume issues or vice-versa seems it would be best to have two separate sets of these frequencies, if there is a truly cross-compatible set of frequencies here perhaps a 3 third merged list would be appropriate to allow users to easily select which they would prefer.
