20181214 wont install on Win10 Can't write files

Description
Gives an error that it can't write any of the files in the same directory it has used for years.If I can add a jpeg of the error I will.
Do I need to uninstall old version first (don't really want to do this because I would then have nothing if the new load still fails to write?

Problem was either all files in chirp directory were read only or, more likely because the program was running. I set all files to not be read only and shut down the chirp program and the update loaded.
