Description
Downloaded update..when I tried to install said it couldn't write to file. I am using windows 8.1 Didn't have my computer hooked up tot he computer ...as it would not install

I downloaded the 120518 onto a flash drive...then copied it into the CHIRP folder and overwrote it. It works fine and updated great. The bug seems to be having an older version...it doesn't update it. You need to replace it.

Greg,
When updating CHIRP in Windows 8, be sure that CHIRP is not running. Windows can't replace files that are currently in used. Also right-click the file and choose "Run as administrator" to run the update to make sure your user has sufficient rights to perform the update.
It it good to know you found an alternate solution.
