I read the instructions above:
Description
Good evening,
I need your help!
After buying the UV9R I am now not able to program the radio as intended because CHIRP reports "Radio did not respond". The driver of the Prolific USB-to-Serial Comm Port is the suggested 3.2.0.0 version and I use the most recent CHIRP version as well. I use windows 10, the suggested UV82-WP to attempt the download, the radio software version is NT5101 and the CHIRP debug log is attached.
A quick response is appreciated!
THANKS!

Assuming you are on Windows - open the Device Manager, look for Ports(COM & LPT) and check the USB Serial Port
If you have a Prolific chip, have you downloaded, installed and selected the older, but compatible, Prolific v3.2.0.0 device driver? See the Miklor.com Drivers and USB Cables page for details.
If your cable has a CH340 type chip, you may have little success. I tried with the same cable and various drivers on multiple OS versions without success.
You might want to look at an "FTDI USB programming cable for UV-9Rplus". FTDI is a stable chipset that seems to work with many Baofeng UV9R variants.
Chirp should then work connected as UV-82WP, UV-82III, BF-A58 or GT-3WP.
Can you submit the following results?
Turn radio on holding the 3 button down
Turn the radio on holding the 6 button down
Cheers
