I have the same issue as well. I got the serial number 190xxxx KT-7900D radio. I successfully programmed the radio using a "USB-SERIAL CH340" cable (needed to downgrade the driver) with the mfg's software, but CHIRP kept giving me the radio ID failed message. I also tried selecting different radios, e.g. various modes of QYT, BTECH, Juentai, Radioddity and WACCOM and they all ran into similar issues.
Sales ads for the radio did advertise it as "2019 Latest Version" for serial#s starting with 190xxxx.
