closedKenwood TM-281A doesn't save memory channels with 2.5 kHz frequency steps

Running changeset 1976:35bd3e0c31b7 from Mercurial, when programming my Kenwood TM-281A all channels with 2.5 kHz frequency offsets are silently ignored by the radio. All the other channels are programmed as expected. When directly entering these frequencies into Chirp it complains that the radio does not support 12.5 kHz tuning steps which is incorrect. I modified the software to allow for the tuning steps supported by the 281 to be used and this fixed the problem. The narrowband channels appeared and functioned as expected.
As an example, the following frequency could not be programmed prior to the patch: 163.7125 MHz.
I'm sure there's a better way than what I've done to fix the problem, but I included the patch as an example. AFAIK the 271 also supports these same tuning steps.
