Allow CH-specific TX blocking via zero-result TX offset ("-" duplex with <baseband> offset)

Description

While the CHIRP interface allows for duplex="off" for some models, other models only show " ", "-", & "+" options. In order to more easily block TX on radios or drivers not supporting "off" options, can you allow for a duplex = "=" options with a offset= for a result of 0.0 that might block TX?
