The reason some radio models don't have an "off" selection option is because the radio doesn't support disabling TX.

If you know of a radio that does not have an "off" option but you know of a method that TX can be disabled, open an issue for the model and explain how TX can be disabled on that model. CHIRP can then be programmed to support an "off" option.

The attached Rugged_RH5R-V2_Stock.img has 2 examples (CH2:RUBI-R & CH3:JJ RPT) from a Rugged Radios stock image where TX is blocked by setting:
Duplex = "-"
Offset =

Would you rather proceed with a new Issue (Bug or Feature?) or utilize this Feature (#7979) that already has Model affected = "RH5R-V2"?

Please test this experimental driver module. Here is how you utilize the test driver module.

1.0 download driver
1.1 click the link for "rh5r_v2_TX_off.py" and wait for the next page to load
1.2 click the "download" link
1.3 save the file to a convenient location
2 load CHIRP
3 click "Help" in the menu bar
4 enable "Enable Developer Functions"
5 click "File in the menu bar
6 click "Load Module"
7 locate and load the custom driver module saved in step 1

At this point you can download from the radio or load a saved CHIRP Radio Images (*.img) file and should be able check to see if a channel is TX disabled or program TX disabled channels by setting Duplex to "off".

Note: This custom driver module does not permanently change your CHIRP installation. One you exit CHIRP, you must load this custom driver module module to have this feature available.
