CHIRP won't open the IMG or CSV files if there is accent character in the file path

Description

When I try to open a IMG file from a folder that includes Turkish accent characters, nothing happen.

In the log file I can see following
IOError: [Errno 2] No such file or directory: 'D:\Portable Apps\Chirp\KAYIT\A\xc4\x9eA\Baofeng_WRDK713.img'

Original path as follows
D:\Portable Apps\Chirp\KAYIT\AĞA\Baofeng_WRDK713.img

After renaming the folder name that includes accent Chirp functioning well opening or importing files.

Unfortunately, this is a known issue. It's not Chirp related, it appears to be somewhere in Python.
The only option you have is to run Chirp in a path without special characters.
