further to Chirp Revision r916 (916:b04d28a7dd68), particularly in Windows, Chirp does not control which start-directory is used; instead the directory that the operating system behaviour uses is opened. In most cases this is reasonable. Some would consider this a bug.

This should be tuned up for some feature additions which will rely on Chirp specifically controlling which directory to open. In a similar manner, the last-directory is also not fully controlled by Chirp.

Still open. Initial submission was rejected for code quality issues. Looking for a large block of time to test changes again.
