I assume that is a typo and you meant UV-5RTP. The problem is likely that the radio has 1 or more settings that is/are out-of-range. An out-of-range setting can cause the Settings tab to not appear.
Examining the debug.log file will usually show you the first invalid setting. Attach a freshly downloaded image from your radio and I will fix the out-of-range setting(s).

Instructions for locating the debug.log file are on the "How to report issues":https://chirp.danplanet.com/projects/chirp/wiki/How_to_report_issues page of the CHIRP documentation.
If you would attach a freshly downloaded CHIRP Radio Images (*.img) file (2nd request), I will locate the problem settings, fix them and attach the fixed "image".

The Timeout Timer setting had an invalid value. I set it to 120 seconds. Change it to a value that suits you and you should be good to go.

Hi Jim...sorted the file access issue....I have created a sub folder under my user name folder...and the img files upload and download great now:)
With regards to the ''time out setting''...Is this the transmit timer / cut off or other as I can't fond this on the radius own menu ...thanks again. :)

I believe this is a macOS feature that won't let CHIRP access any folders that are synced with iCloud (Desktop, Documents, Downloads, etc). Like you, I just created a CHIRP folder in my Home folder to put all of my CHIRP relate files into.

In CHIRP it is Settings -> Basic Settings -> Timeout Timer:
In the radio it is menu 9 [TOT]
