closedCHIRP not Uploading Wouxun UV9D Plus settings

Description
When I connect my UV9D Plus to CHIRP, I can read and write memories to and from the radio. However, the settings do not upload to the program. When I click on the memories tab at left, all the memories show up. If I then click on the settings tab, the panes are blank. If I upload the memories, edit in CHIRP, then write back to the radio with the blank CHIRP settings, the settings in the radio are unaffected (i.e., the blank setting in CHIRP don't overwrite what's in the radio).
This lack of uploading or showing the settings happens when using the most recent Mac version, or the Windows version.

As I said, this settings issue happens from both Mac and Windows. So I've included the Debug logs from both systems for your reviews. Also, I do have the latest versions from Sep 30th on both systems.

Whe3n you get an empty Settings tab, then it's usually caused by one of the settings in the radio out of expected range by Chirp.
Try to find that setting and correct it to something Chirp finds palatable.
