There is most likely one or more settings in the radio that has a value that is out-of-range. It would take access to your CHIRP Radio Images (*.img) file to help you further.

Attached is the .img file for the radio.

The values for the VFO A and VFO B TX power levels are invalid. They are basically set to a value that would have both the LOW and MID TX power levels active at the same time. CHIRP doesn't know how to deal with that unexpected possibility.

You can probably fix the issue with your radio yourself by...

1. Switch radio to VFO (frequency) mode.
2. Select VFO A.
3. Switch menu 2 (TXP) to another power level (once switched you can switch it back to the original selection if you desire).
4. Repeat this process for the VFO B.

This should change both VFOs to have a legitimate TX power level setting value. Once this is done, the CHIRP settings tabs should display properly.

Alternatively, I have altered your CHIRP "image" to have both the VFO A and VFO B TXP settings set to the value that represents the HIGH TX power level and attached it to this issue.

It happens. I am pretty sure that if you would search for UV-9R, you would see that you aren't the first to have had this problem.
