This would not be a CHIRP problem. This would be a problem with the programming cable and/or installation of the driver.
From the error I would expect that you either have a programming cable with a Prolific chip or a Silicon Labs chips. The Prolific driver is intentionally incompatible with the EOL (end-of-life) PL2303XA and the recently EOL PL2303TA chips that are present in many programming cables. To get Prolific chip based programming cable to work on my Macbook Air running macOS Catalina, I had to purchase and use a 3rd party driver. That vendor's driver does not support macOS newer than Catalina, though.
If a Prolific chipped cable is your issue, your best bet is to get one with an FTDI type USB-to-Serial chip. In this case, the native Apple FTDI driver should work.

AliExpress, Amazon, ebay, 409shop.com as a few examples. Just look for a programming cable that is for a radio that uses a Kenwood style K1 connection. They are sometimes called a PC03 cable. Just make sure it has an FTDI chip inside. Below are a few examples.

And from the pictures and descriptions for a UV-16 pro V2, it appears to just be a BF-F8HP in a different case. So it is likely to be already supported using the Vendor: Baofeng / Model: BF-F8HP selections.
