Just like the factory software, you don't set AM modulation in CHIRP. When you select a frequency in the range of 108-130 MHz, the mode displayed in the radio will automatically be AM (the Mode setting in CHIRP doesn't matter for Air Band frequencies).

I don't understand what you mean by "does nothing." You don't need to load the #10512
test module any longer. The fix is now in the latest CHIRP-next builds.
I also noticed that I'm missing one column compared to what is shown in e.g. RepeaterBook.
When you download from RepeaterBook, you get a generic CSV style tab instead of a tab that is specific for your radio. A generic CSV style tab can't be uploaded into clone mode style radios like the Ruyage UV58Plus - Radtel Rt 980. Just like the OEM software, the Tuning Step column is not available in the memory editor because it is not needed/used for programming channels. The radio only uses the STEP setting when the radio is in VFO mode.
I've attached a screenshot showing the differences.
The left part of the image is a radio specific tab and the right part of the image is a generic CSV tab.
I am asking for suggestions and advice on what to do so that I can change the modulation to AM.
Whenever you program a frequency within the Air Band (108-130 MHz range) and upload it to the radio, you will always see "AM" in the radio's display. In other words, you don't choose AM, now that the bug was fixed, it is automatically selected in the radio.
