Ran the requested test module. That corrected the issue. Was able to download and upload to the radio. I have included the debug for your reference.
Thanks for the followup on your testing. I created a formal patch and submitted it to be included in CHIRP-next. The 'fix' should be in the next CHIRP build following acceptance.
