closedBroadcast FM presets for Wouxun handhelds

Description
The Wouxun handhelds have the ability to receive broadcast FM, with two banks of nine preset stations available. These presets are not settable with CHIRP. Consider adding the ability to set these.

Hi Jeff,
we have the fm preset locations but they have not been decoded yet, if you send an image of your radio and a list of preset stations in it I can try to work on this.

A google search take me to needed info so I could start writing code.
Anyway I still need an image and expected decoded preset to do debugging.
Also please let me know the FM frequency limits (I mean real min and max value you can set on the radio).

Yep, tnx.
BTW there are small details that are missing in that map, eg. the actual FM freq limits.
I'm already testing the code.
Please try on the radio and discover the min and max allowed freq, with that info I'll be able to send the patch.

Marco,
In the radio, bank 0 and bank 1 are referred to "Team 1" and "Team 2" respectively. Also, the locations are numbered 1 through 9.
