WHERE is the "Settings" tab in the new 0.4 version. ???
I need to use the top to adjust some setting on my radio
NOW a "D-STAR" tab appeared instead of the "Setting tab"
The D-Star tab does not do any thing or am I missing something ?

It appears that you started off by selecting FILE -> NEW. This loads a generic template which has no settings because it is not associated with any particular radio vendor or model. It also cannot be uploaded to any radio ("Upload To Radio" will be greyed out).
You have to download from your radio first. This allows CHIRP to know specifically which vendor and model of radio you are working with so it can display a template with the settings and features that are compatible with that model. It is this template that can be edited, imported to and eventually uploaded back to the radio.
And depending on which radio model(s) you are programming, I would highly recommend that you upgrade to using the latest CHIRP daily build. The latest CHIRP stable build is over 4 months old now. There have been many bugs squashed and enhancements added since then. Some recent updates related to changes in the recently shipping Baofeng/Pofung radio models are very important to have.
