closedSquelch mod related bug. Both BF-E500S and UV5R+Plus ignore new squelch settings yet remember them.

Description
Tried the new mod (Thanks for that BTW.) on my BF-E500S and UV5R+Plus. With the PL off and on the same band neither radio obeys the new settings. If I change the settings with CHIRP, even down to 1, and upload it to the radio and reset it the radio acts like I didn't change anything but if I download the settings/freq file it says I did. It remembers. If I set the radio to squelch slot zero the squelch opens. If I program slot one to zero nothing changes. Squelch stays closed. Firmware BFB297.
So, both radios ignore the new settings yet they remember them.

Squelch 0 can only be set to 0 (everything else is ignored).
Squelch 1 - 9 can only bet set to 1 - 64 (0 is ignored).
This is the way the radio works. CHIRP cannot change it.
