closedSSL: CERTIFICATE_VERIFY_FAILED, Windows 8, repeater book query

Description
When trying to query the repeater book nothing happens. I just get an hour glass for as long as I leave the program open. Tried other searches, deactivating the firewall, deactivating the anti-virus, etc. Chirp works fine on my windows 7 PC, but not this Windows 8 PC. It appears it is a problem with Windows 8. The end of the log file shows the following:

IOError: [Errno socket error] [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed (_ssl.c:590)

I just tried this on Windows 7, 8, 8.1 and 10. For me a query from RadioReference fails on everything except Windows 7.

I went ahead installed new virtual machines for Windows XP and Windoes 7. Neither will query RadioReference. So it is just a matter of figuring out what we added to our Windows 7 computers to get it to work.
