I hold down the Menu button when I turn it on, and it keeps saying "Frequency Mode".

This isn't a problem with CHIRP. Your radio has VFO/MR switching disabled. I believe it comes that way from the factory (at least the UV-82C does).
Go to Settings -> Advanced Settings and tick the box for VFO/MR Switching: to enable it.

The purpose of this feature is to intentionally prevent the user from switching to VFO mode. Having a menu on the radio to change this setting would defeat the purpose of the feature.
This setting can only be changed by using any programming software that has been programmed to support this setting (CHIRP supports this setting). Since you opened a bug on the CHIRP website, I assumed that you had CHIRP installed and intended to use it with your radio.
1 using CHIRP downlaod from your radio (this creates a tab that is compatible with your radio - this must be done before you can do any programming for your radio)
2 click the "Settings" tab on the left side of the CHIRP application window
Settings
3 then in the list that appears click "Advanced Settings"
Settings -> Advanced Settings
4 now look for "VFO/MR Switching:" in the list of "Advanced Settings" (3rd from the bottom)
5 tick the box to the left of "Enabled"
6 upload the change to your radio

Related Issue - Baofeng radio is powered up in channel mode but displays frequencies.

Bruce, this is an old, and closed issue. Your comment about display isn't related to channel mode. I'd suggest that if you want to ask a question use the user mailing list, search first, and if nothing related is found, post a question to the forum. If it's an issue with Chirp, ie a feature request or a bug report, or valuable feedback, you could raise a new issue. In that case, based on your comment above, I'd suggest attaching a copy of the Chirp download-from-radio image.
