We need more details. Are there any error messages? Have you disabled "Smartscreen"?

Error says it could not open port com 2. I don't know what you mean by smart screen. It also will not let me change the port com #.

The version you are using is several years old. You should try the latest daily build.

I downloaded the latest version and it still does not work.

This error appears to indicate that you are either accessing the wrong com port or a device driver that is compatible with the chip in the programming cable has not been installed (common problem with Windows and Prolific type chips).
Most Prolific type chips are unauthorized copies (counterfeit) and the device driver that is automatically installed is (intentionally) incompatible with these chips. You must download, install and select an older but compatible device driver.
