Depending on the driver, when the TX frequency is within the offset range of the radio, or the TX frequency is in the same band as the RX frequency, CHIRP will do the math and change the settings from Split/TX Frequency to ±/Offset after the spreadsheet style memory editor is refreshed.

This could be a couple of things depending on how well I am following what you are describing.
Assuming that you have "Smart Tones Enabled" (the default for new CHIRP installations), this is how Tone Mode works...
When Tone Mode is set to Tone, only the value in the Tone column is used. The ToneSql column is blank.
When Tone Mode is set to TSQL, only the value in the ToneSql column is used. The Tone column is blank.
When Tone Mode is changed from Tone to TSQL, the value that was being displayed in the Tone column becomes hidden and the hidden value in the ToneSql column that was hidden is now displayed.
When Tone Mode is changed from TSQL to Tone, the value that was being displayed in the ToneSql column becomes hidden and the hidden value in the Tone column that was hidden is now displayed.
Could it be that this column change is what you are seeing?

Yes, unless I am not yet following what you are describing.
It does it on the program for my UV-5001, my UV-8HP, and my UV-5R.
This would be a UI thing that should be common to all radio models. I believe the driver for the UV-5001 would change from "split" to "+" or "-" when the RX frequency and TX frequency are in the same band. The driver for the BF-8HP and UV-5R would change from "split" to "+" or "-" when the difference between the RX and TX frequencies are less then 70 MHz.
