When attempting to read/write from a radio, the drop down box to select the serial port shows ports that are not currently connected or shown in Device Manager.
The drop down box appears to contain both currently connected ports and the last port used, even if it is disconnected.

Are you seeing more than 1 unavailable COM port being offered by CHIRP? CHIRP "remembers" the last COM port used. So if the last time you used CHIRP your programming cable was assigned COM4 and this time you open CHIRP and your programming cable is assigned COM8, then CHIRP will offer COM4 and COM8 (even though COM4 may not be available). If that is what you are seeing, then that is normal.
