Unfortunately you don't disclose which bits you are manipulating. The best course of action would be to correct the invalid setting (s) and so you can use the BF-F8HP as it is for virtually every other UV-5R like model with 3 power levels.

Attached the image with actual "low power" settings used and re-imported with chirp. Note that chirp will consider them all as High power, and when creating new entries, high will be high, but chirp's low will be in fact medium on the radio.

What would be needed is 3 images, 1 each with the same channel set to each of the 3 power level settings and using the BF-F8HP model selection. But if I am correct, only one image, to identify and fix the invalid setting(s), is probably all that is needed to get you radio working properly.

Sorry for the delay,

Find attached a typical image for my device (which matches currently the UV-5R type in chirp) that gives you 3 channels, each channel is identical with only the power level changing and named accordingly.
