closedCHIRP daily-20200430 can't insert 12.5 tuning step memory

Description
Happened on CHIRP daily-20200430. Tested on Puxing PX-777. Downgraded to chirp 0.4.1 will fix this problem.

The valid tuning steps for Puxing Px-777 is 5, 10, 6.25, 12.5 and 25. Same goes to China knock off Motorola MT-777.

Thanks. The driver has a several steps included in the list that look like they don't belong. I will add the ones that are missing (6.25 and 12.5) and leave the rest alone.
