Hi Z Z,
Not all radios support inhibiting TX. Are you able to inhibit TX using the radio's keypad or the Icom programming software for the IC-2300H? If you can, upload an image with 2 channels, one with TX enabled and another one identical to the first one except for TX being inhibited. If you can't do this from the keypad or Icom software, then CHIRP probably can't either.

According to the manual (page 44, "Other functions", this radio does support TX inhibit (menu, "TX").
Therefore, to help with your problem, we really need what Jim asked in the previous post: please attach in a response here an image with 2 channels, one with TX enabled and another one identical to the first one except for TX being inhibited.
