Description
Gtk window size is being constrained by the toolbar; as a result window cannot be resized smaller than toolbar because toolbar does not contract.

This is an optimization to allow the window to be resized independently of the width of the toolbar, when the window is resized below the toolbar threshold the toolbar will collapse and show an arrow. This allows users to more appropriately size the window to the desired size, especially when multiple windows are open on a small resolution screen.
