Model affected:
Chirp Installer
I read the instructions above:
Description
Bought a new laptop and didn't get something right.
Old laptop and chirp in there is working and saving like usually. Saved a file on old laptop and tried to open it on new one, but it didn't open at all.
Main problem is still that can't make a saved file after downloading/ cloning radio.
And yes have tried most of the tricks from here that have found, at least tickets #1729 and #7899.
So where is the problem... And thank's for all answers in advance!

from a quick look at your information in the debug log, it looks like you are using Finnish as your language setting in windows. From the errors listed, I'm guessing your user homepath is something like C:\Users<some name with embedded finnish accented characters>. Chirp will not handle this unicode name in the filepath names.
There is no fix for this, but you can workaround the issue. One way is to create another user profile that uses plain ascii characters in deriving the homepath name. More adventurous solutions would involve editing the directory name and chasing down all the windows registry settings for the homepath. BUT make sure you have a separate admin-level account you can use to manage your system before doing anything. Another approach may be to construct a shell which redirects your %%homepath%% to another set of directories limited to ascii characters in directory names, and then launch Chirp from within that shell. I suspect that should work.
