Chirp version 20150321. This software was loaded on a PC operating under Windows 7.
I thought I would chime in on this. I also ran into the exact same issue. I tried a slightly older build of chirp with the same results. So, I went all the way back to build 20150118 just as a random pick, and the issue went away and I was able to program again. Thanks for all the effort that goes into this software.
I had the same problem chirp 20150325 but downloaded and ran uv5r.py and has worked loading on my 2 week old UV82l
I encountered the same problem with windows chirp 20150325 and chirp 20150405. For some reason, I did manage to get one successful download from the radio. I have tried to repeat my steps but have not been able to repeat it. I have no trouble uploading to the radio.
+1 for this. I can't get it to download at all with CHIRP daily-20150622 on Linux.

Have you tried with a recent version since you submitted this?
If you haven't, and if you're still having this issue, please refer to the Wiki "How To Report Issues" and provide a fresh debug log. Thanks!

This looks too much like a cable issue, and there was no further feedback.
We'll re-open if this is still an issue.
