Unable to Upload to Radio...Upload is greyed out and I am unable to click on it. Can Download from radio.

The "Upload to radio" selection is always greyed out when you don't have a CHIRP Radio Images (*.img) tab selected. I would guess that you are trying to upload a Generic.CSV tab directly to a radio. That is not permitted because it is not specific to any particular radio model.
Download from your radios first to create a compatible tab. Edit as needed. Upload back to radio.
