Description
I have a UV5RA. I am trying to make the radio SCAN in VFO "A" while having a high traffic frequency in VFO B... it will scan , however VFO "B" will not receive anything while VFO "A" is Scanning... this is duplicated if the VFO's are reversed

This is an issue with the radio, not with Chirp, right?
no... HT scans fine, both VFO. I feel the software would allow for a vfo to be able to scan while the other VFO rx on that set channel...
For example: I have programmed in the HT a county 911 dispatch frequency (very active) I have that in VFO A. In VFO B I want to be able to scan so as to monitor all other frequency programmed in the HT... I am not sure if there is a way to put in the settings in Chirp to accomplish this.. Dual Watch possible ?
Dual watch is a form of scanning. The radio is only capable of doing 1 type of scanning at a time. There is no way for CHIRP to make a radio do what it is not capable of doing.

So... in Chirp, would I check the Dual Watch box? the HT has a scan ability in either VFO, what steps do I take to get as close to what I want.??

You can...
1 scan the top (A) display line only
2 scan the bottom (B) display line only
3 scan between the channel/frequency select in A and B display lines (Dual Watch)
4 listen to broadcast FM and monitor the channel/frequency that was selected when broadcast FM was initiated.
