Nothing has changed. This is how these radios work.
The typical Baofeng dual-band (and now tri-band) radios do not use or store shift directions or offsets in their programmed memory channels. They instead store and use the individual RX and TX frequencies. What CHIRP does is takes your Frequency, Duplex and Offset entries and uses them to calculate the actual TX frequency. It is this TX frequency, along with the RX frequency, that is sent to the radio because that is what it uses/requires in its programmed channels.
It is for this reason that menu 25 (SFT-D) and menu 26 (OFFSET) are not used and do not function in MR (channel) mode. These menus only have a purpose, and therefor only function, when the radio is in VFO (frequency) mode.
This is also why that when the RX frequency and the TX frequency of a programmed channel are not the same (as would be the case for a Repeater, Odd-split, Cross-band or TX disabled channel), the upper status display area shows a "+-" symbol. It is only in VFO mode that you will see individual "+" or "-" symbols displayed.
If the currently selected display line's Memory Display Format (menu 21 [MDF-A] or menu 22 [MDF-B]) is set to FREQ, the RX frequency will normally be displayed when the [PTT] button is not pressed. If you tap the [] to toggle the radio into "reverse" mode (an "R" will be visible in the upper status display area), the programmed TX frequency will be shown. Tap the [] key again to exit "reverse" mode and return to displaying the RX frequency.
