1. Only the values in the fields being used based on the current Tone Mode setting matter. Any other fields are ignored. For this reason, those that don't yet understand how the this works are encouraged to keep the "Hide Unused Fields" setting enabled (View -> [✓]Hide Unused Fields). You have apparently disabled this setting so that all fields show values no matter if they are being used or are being ignored.

When Tone Mode is set to Tone, only the Tone field is used. The ToneSql field is ignored. The Tone field is used for the TX CTCSS tone an receive is set to carrier squelch (no CTCSS tone). The ToneSql field is ignored.

When Tone Mode is set to TSQL, only the ToneSql field is used. The Tone field is ignored. The ToneSql field is used for both the TX CTCSS tone and RX CTCSS tone. The Tone field is ignored.

1. When a field is unused, CHIRP sets it to the default value which is 88.5 Hz for CTCSS.

You should enable the "Hide Unused Fields" setting again (the default for new installations), so that the fields that don't need to be set will be blank (it hides the 88.5 values) and you will then know to not try to set them to anything since their values are ignored by CHIRP based on the Tone Mode (and sometime Cross Mode) setting.
