CHIRP

The number of TX power levels is fixed in the radio's firmware and cannot be changed by CHIRP. You can verify the number of TX power levels supported by Baofeng radios using any of the following methods.

1. Reviewing menu 2 (TXP)

Radios with 2 TX power levels have 2 TXP choices (HIGH|LOW).
Radios with 3 TX power levels have 3 TXP choices (HIGH|MID|LOW).

1. Looking at the upper status area of the LCD display

Baofeng radios with 2 TX power levels display "{blank}" for HIGH power and "L" for LOW power.
Baofeng radios with 3 TX power levels display "H", "M" or "L" for the HIGH, MID and LOW power levels respectively.

Note: You can tap the [#] key to cycle through the available TX power levels.

Chapter 4.2: LCD Display

The LCD display has an "L" to indicate low power and no "M" or "H" which would be necessary for a radio with 3 TX power levels.

[#╓O] key will switch to High or Low transmit power.

Chapter 6.5: High/low power fast selection

In channel mode, press [#╓O] key to shift between high and low power.

(3) Output power (TXP) - MENU No.2
In this MENU you can select the high/low output power.

Menu No. 2 | TXP – Transmit Power | HIGH:8W(VHF) 7W(UHF)* / Low:2W

Radios with 2 TX power levels should choose: Baofeng / UV-5R

Radios with 3 TX power levels should choose: Baofeng / BF-F8HP¶

Your radio is basically a UV-5R in a different case. So this means that you can use Reference for UV-5R Menus available from "this page":https://www.miklor.com/COM/UV_MenuDef.php to learn how each menu works and when each menu works. In MR (channel) mode, all of the 9 per-channels menus (see Menu 27 [MEM-CH]) are read-only. The menu system will let you go though the motions of making changes, but nothing can be changed. They are only used to "see" what the programmed values are. They only function while the radio is in VFO (frequency) mode.
