Unable to program Baofeng 888S to Australian UHF frequencies.

Description
I purchased 4 BF-888S about 3 years ago as cheap two ways to talk to a base UHF station. They worked really well and it was simple to program them with the 888S software. Through wear, tear and use they stopped working.
I purchased 4 more BF-888S about a month ago. Downloaded the newest version of 888S software on my new computer, used the same cord, downloaded the settings of the old BF-888s that is still working, uploaded onto the new units and ran into trouble.
The new units technically work, however the squelch/background static is constantly on. After online research and changing the CTC/DCS codes, I was able to get the squelch to turn off but then the units would not receive. They would transmit, but not receive.
Attached is a screen clip of the setting that is on the old BF-888S that is working but when uploaded onto the new units it is not.
On further research, I found that CHIRP can be used to program BF-888S. Again I downloaded the settings that work off the old working unit, and then when I went to upload them on the new unit the squelch is still always on.
What more detailed settings do I need to put in the Browser Tab on CHIRP for my BF-888S to transmit & receive UHF communications without the constant background squelch?

you may have broke them. but clarify......
you saved the img from old 888 radio. you then uploaded to a new radios. now new radios dont work, even with a reset.
now here how i broke mine. i used a default image i found on web at the time, put freqs in and uploaded. they went deaf as a post. could not do anythink with em.
but what i didnt mention, and at the time i had forgot i did this, i had used the oem software to read the 888 and saved it. right at the biginning out the box. so after a few weeks when i remembered this, i then reuploaded via oem, the saved file and it fixed the radios. this saved them.
the settings file contained more info than just operation ssettings and memory, but sq levels and sensitivitys.

You should be able to restore them by uploading the backup CHIRP Radio Images (*.img) file that you downloaded and saved from these new radios prior to programming them with a "foreign" data file.
You should not upload a data file from an old BF-888S into a new BF-888S. Obviously something is different between the old/new models that make the data files incompatible. You should instead download from the new "target" radio to create a tab in CHIRP that is compatible with it. Then you can Import the CHRIP "image" file from the old "source" radio into the tab for the new "target" radio. Edit the global setting to suit and then upload to your new "target" radio. If all works OK, then save the tab to be use with the new radios.
